Your landlord can charge for repairs but the amount charged is outrageous. Check with your local ADA advocate's office and see if there is any history on such similar landlord tenant issues. Also file a consumer complaint with your state attorney general. The amount is overly penalizing and may be cheaper to simply deduct for carpet replacement.
