There is no law against a landlord raising rent annually if you are on a month-to-month lease. Your landord can legally charge such increases. On the other hand, if you had a written lease, then you might be afforded protection against such increases, depending on its terms. Additionally, MO does not have a state statute on the amount of notice the landlord must provide a tenant in order to increase the rent on a month-to-month lease, typically a landlord must provide the same amount of notice to change the rent as state law requires them to provide when ending the tenancy - 1 month.
