parolee needs to have a residents, and he does, but in a different county…Can’t his PO transfer him?

The short answer is yes. There is something called "interstate compact." This allows a person to be transferred to a different state to do probation once out of jail. However, there is an application process and you need to coordinate this with probation in the different states. You need to make sure it is approved and accepted. I suggest talking to the PO and asking him if he can consent and file the proper transfer papers. If you have a problem, call the lawyer that represented that represented him.
