Can a school require a student to attend an open house during non-school hours?
Not only attend, but stay the entire time in Renaissance costume that the student must either make or purchase; if the student does not they are given an alternate assignment. If they do not do either, their grade is dropped.

Yes, the school can do this: a school can assign projects to students which must be completed after school hours, and such projects can include performances, attendence at events, etc. They can enforce those project requirements with grades. While what you describe is unusual, it, however, is not illegal.
