Under the laws of all states in this country a subsidiary of a corporation that is its own entity be it a corporation or a limited liability company must have its own licenses and permits required of it to be doing whatever business opertations it does.
The basis for such pertains to the regulating entity's requirements for such entity in each state of this country. From what you have written, I suggest that you consult with a business attorney for further assistance in your matter.
