Can a tow company keep my personal belongings?
My friend’s car was impounded and the tow company won’t release my personal belongings. It’s all my work related items.

In CA, owners of property that were in a towed car have the legal right to get their personal property and for free. To keep such property could constitute the crime of conversion.
