Yes, an employer may change an employee's pay at will, without the employee's consent. The employer determines what to pay its staff--employees have no say in the matter. The exceptions are:
1) If there is an employment contract setting compensation, it is enforceable; the employer can't violate contract terms.
2) The change is only prospective, or forward looking; you must be paid for all work done up to the notice of change at your previous rate.
