Unless this action violates the terms of an employment contract or the like, it is legal. Workers can be required to pay for costs of their employment. For example, many time empoyees are responsible for paying for their own uniforms, tools, etc.

Yes, your employer may do this. There is no law preventing employers from charging employees for uniforms (this is not uncommon), tools or equipment or supplies, or, in this case, business cards. Employees can be made to foot some of the costs of their employment.
