If you want the insurance then you have to comply with the insurance company's request; they have a right to it in order to satisfy its underwriting requirements. If you don't want the insurance, then you need not give a blood sample.

The insurer has the right to require blood samples. You have the right to refuse to give blood if you are not taking the insurance coverage, but if you want coverage, you have to comply with the insurer's examination, etc. requirements.
