My safety director told me he gave my
driver’s license number to some lady
that called in. Is that legal?

It was not legal. Your driver's license number is considered protected protected personally identifiable information under your state's Personal Information Protection Act. If you suffer any loss or damage from this (e.g. identity theft), you could sue your employer for the loss.
