If the "personal" cell phone is actually provided by the employer, then yes.
If it truly is the employee's personal cell phone, then the employer does have the right to require the employee to show the employer his or her cell phone records--and could terminate employees who refuse to doo this. The employee could, however, refuse and elect to risk or face termination rather than do this.
