Most employment relationships are "at will". This means that a company can set the conditions of employment much as it sees fit. This includes requiring that a worker have a cell phone. This is true unless an employment contract or union agreemnt provides otherwise or the employee's treatment constitutes some form of legally actionable discrimination.
