Can an employer suspend HRA reimbursements for a specific time frame?

The employer maintains an HRA account for all employees and has stated that they will not reimburse employees for 4 months. After that 4 month period, the employees may submit reimbursement forms. Each employee does contribute a a fee, per paycheck, to maintain the plan but that fee is not a contribution to the plan itself. The issue is that the employee cannot pay medical bills on time without the reimbursements because of the 4 month waiting period. If 4 months go by, medical bills will be in collections and begin to affect credit reports.
