No, an employer cannot withold wages if an employee quits without notice. This is true so long as the employee did not explicity agree to this in writing. Otherwise, an employee must be paid for all time worked. If, the employer feels it has the right to fine an employee for quitting without notice, for example pursuant to the terms of a union agreement, etc., then it can sue the employee in small claims court (but must first pay them).
