Actually, it can. In fact, the employer could insist that the nurse get a flu shot (absent a medical or religious objection). The fact is that most employment is "at will". This means that a company can set the conditions of employment much as it sees fit. Therefore, unless this nurse has a union greement or employment contract that prohibits this action, it is legal. Also, her treatment must not consitute some form of legally actionable discrimination (and it does not appear to).
