The immigrant can apply to become a naturalized citizen just like anyone else. The difference since President Obama announced his program to protect so-called Dreamers is that deporting young people who came here with their parents as children is very low on immigration's priority list, so merely letting the government know you're here illegally is probably not going to get you tossed any time soon.
