The law is clear on this, joint owners of real estate have equal rights to the use of all parts of the property. Accordingly, one owner cannot block or otherwise deny access to any part of the property to any other owner. If you can't work things out with the other co-owner, you will need to take legal action. At this point, you may want to consult directly with a local attorney; they can then best advise you further.
