Yes, your employer can prohibit the use of personal cell phones during office hours. That is unless you have a union agreement or employment contract stating otherwise. The fact is that most work is "at will" meaning that a company cans set the conditions of employment much as it sees fit, absent some form of actionable discrimination. This includes instituting a no workplace cell phone policy. If you disagree with this, then you can disregard policy but risk termination or quit.
