It is entirely possible for one like you in the circumstances that you have written about to have been arrested for obstruction of justice for failing to produce identification to a police officer even if the person requested to produce the identification did not have it.

Proving such by the district attorney's office however would be a task for the simple reason that one cannot provide something to law enforcement that the person being requested to produce does not have.
