Can I file a partition claim with the courts if the offer to buy my share of a townhouse owned by 3 other people is very low?
Is the property assessment value considered a fair value by the courts? We have a tenants in common deed.

Yes you can bring a partition action. Either the parties will then work out a fair price (fair mkt value) or the house can be put up for sale. The assessment is not necessarily fair market value. A realtor can do a comparison of local properties.
