You can file bankruptcy if you have a meritorious claim and I believe child support is something that is exempt from bankruptcy. So if you owe money, this is not exempt. If you are owed money, I believe you can still collect it. You need to talk to a bankruptcy attorney, who will help you file the proper paperwork or speak with legal aid if you cannot afford an attorney.
