Can I file suit against a company that tells me I will be promoted within twelve months of training and haven’t after working for over a year?
I am working for a company that offers
a twelve month manager trainee
program. I’m currently in my fourteenth
month, I haven’t been promoted or had
any evaluations.

You would only have a cause of action--that is, grounds for a lawsuit--if you had a written employment contract guarantying you the promotion. If you did, and they do not honor the contract, you could sue them breach of contract to enforce the contract's term. But without an actual contract--which, to be enforceable, must have had in it a date by which you were guaranteed the promotion--it is up to the employer when and whether to promote you, and they can even go back on, ignore, or refute any statements or promises that you would be promoted. Only a written contract gives you enforceable rights.
