If you have a personal judgment against someone because he is an independent insurance agent like for malpractice or breach of contract or if it regards an unrelated matter like a car accident, you can seek wage garnishment, attachment to bank accounts, liens on property or any combination thereof as long as you have a judgment in your favor and you are seeking payment of those monies owed to you. You would need to go back to court regarding payment plans and it goes from there. Every state is different, but if you have account numbers or know where he banks, you can bring the judgment to the bank to freeze assets.
