Can I get a confidential marriage license in WA and then non confidential one in FL?
I want to elope in WA but don’t have two witnesses so I thought we could make it official a month later with a quick ceremony at the reception in FL.

You can only get married legally once, in one state--you can't get any kind of a confidential marriage licese in state 1, then another marriage license in state 2.
What you can do is to have a ceremony in one state without getting a license to celebrate your love and union, then get a marriage license later to make it official--you will not be legally married until you get the license, but can certain call yourselves spouses if you like.
