Yes, you may be engaged while still married, since engagement is a custom without any legal standing at all--that is, since being engaged does not confer any legal rights and is not recongized by the law, it does not *legally* interfere with (or is incompatible with) marriage. Of course, if you are getting divorced, your behavior will be a factor in the divorce and in child custody, spousal support (alimony), etc.; getting engaged while still married will likely hurt you in your divorce.
