Under the laws of the United States, so long as you are legally married to a person under the laws of another country you cannot legally marry your boyfriend in this country and he cannot marry you anywhere in this country including states and territories. To do so would result in a possible criminal charge of bigamy. Your B-1 visa is a non-issue regarding your question.
