It is unfortunately legal, since the law does not actually require employers to provide sick leave or allow employees to miss work for doctor's visits. If you had put in to use paid time off in advance and the paid time off which you had already earned/accrued fully covered the absence, you could not be penalized for having used compensation (paid time off, if offered by your employer, is part of the compensation you get for working) you earned; but if you did not do that, the employer is not required to apply the PTO for you and can penalize you as per its policy.
