Can you legally call and ask? Yes--anyone can call anyone and ask them anything (as long as there is no confidentially agreement, no-contact order, etc. in place). The bookkeeper, however, does not have to answer your question, and is definitely allowed to notify your employer that you called and asked--a phone call or question to another person is not confidential unless they agreed, in advance, to keep it confidential.
