If she has legal guardians, that means that they, not her birth parent(s) (i.e. her mother) have the legal power and authority over her. In that case, she would need her guardians' permisson.
If they are not actually legal guardians--not actually appointed to their role and with power given to them by the family court--but are simply people she lived with, while her mother retained her parently rights and authority, then her mother's permission would be sufficient.
