My wife has been ordered to pay 33 of all
incurred medical costs. Her ex pays 67 and
provides health insurance. Can I provide health
insurance in addition what the my step children
already have to help lower our actual out of
pocket expense?

Unfortunately, no, you cannot do this. A nonparent, even a stepparent, cannot provide health insurance for children over whom he has no legal parental or guardianship rights. You do not have a legal relationship to stepchildren that allows you to provide health insurance for them.
