Can I resign while under contract?

Signed a 3 year contract for a specific salary at a private school in Florida. The
school is enrolling special needs students that I am not qualified to teach and all of
the students are paying the price of a very disruptive enviornemnt.

You can only terminate or not perform under your contract without penalty if the other side (the school) is breaching or violating it, or committed fraud (lied to you about something important, to get you to enter into the contract). Other factors making the job difficult or unsuccessful will not release you from the contract, so unless the school violates its own obligations or committed fraud, you cannot resign without exposing yourself to potential liability.
