in 2016, after I signed a contract
with a photographer and let him
know the expenses he tells me,

photographer since he agreed to

You can sue your father-in-law for breach of contract for his refusal to pay the wedding photographer pursuant to your oral agreement.
He is liable because you detrimentally relied on his promise to pay when you entered into the contract with the wedding photographer.
