I don't think it matters what the terms of his probation are, my understanding is that a felon cannot possess a firearm. Sometimes, in the case of a first felony and for limited purposes (here hunting), this right can be restored by making application to the court or other appropriate body. However, this certainly wouldn't be allowed until after his probation was over.
Perhaps there is some exception under Pennsylvania law of which I am unaware. You should consult with an attorney in your area.
