No, he can't employees must be paid at least twice a month in your state, on regularly scheduled paydays. Failure to do so, such as by holding a paycheck, is a violation of the law. You could try contacting your state department of labor and filing a complaint you also could sue your employer e.g. in small claims court for the money. Longer term, an employer who will do this is one who does not respect his employee's rights you may wish to look for alternate employment.
