Can my Employer pay me 60% of my average rate for overtime on Saturday?
My employer has ask me to attend a 6 hrs meeting on a Saturday. I am a non-exempt hourly employee, I work 40 hrs a week no more no lessand live in California . I was told that because the meeting is on a Saturday they will only pay me 60% of my hourly pay rate! Can they do that?

I don't think so! If you have to work, you have to work, and if you work on Saturday you still have to be paid your regular hourly rate.
