Can my husband withhold money from me?

Married 38 years. He gives me 100.00 a week for groceries.
I have to beg for money.

The law does not interfere or get involved with a married couple's financial or other arrangements while they are still married. So if he has the only job in the house and doles out the money to you in dribs and drabs, that is legal. You could, if you wish to stay married, get your own job to have your own money: he has no right to stop you from working. Or you could divorce him: if you divorce him, you will be entitled to a share (roughly half) of the marital assets (e.g. real estate, money in the bank, investments, etc.) accumulated during marriage; and if he has been the main or sole breadwinner for all or at least many of those 38 years, you should get monthly spousal support (or alimony) from him as well. So you do have options; but if you choose to stay married and choose to not get your own source of income, he can do this.
