Under the laws of all states in this country, a landlord upon reasonable notice (usually 24 hours) can enter his or her rental and make an inspection of it. Typically the use of a camera is implemented in such inspections.
There is nothing illegal in any state in this country that I know of prohibiting a landlord from taking photographs during an inspection of a rental as to every room even if there is no damage.
