If your lease is at an end, your landlord can refuse to renew it for any reason that he or she may desire, including the issue of insurabilty due to you having a dog. One option that you can look into is to get liabilty insurance for your pet and name your landlord as an additional insured in your policy assuming you can get insurance.
This might assist in getting your landlord to reconsider allowing you to remain in the rental with your dog.
