Can one be arrested a month after being pulled over?

My son was pulled over this weekend and straws with residue were found in his truck. The officer asked him to be an informant and let him go, giving him 30 days to make a decision and call him. He was not charged nor arrested when he was pulled over he was allowed to leave informing him he had 30 days to come up with an answer or a warrant would be issued for his arrest. Can he be arrested 30 days after being pulled over on a paraphernalia charge?
