A person can make a claim for a vehicle or personal injury claim any time within the statute of limitations-- which certainly one month would be within that time frame. Some people delay in making a claim until they know exactly what their injuries will be so they will know what to ask for from the insurance company.  When someone delays reporting an accident without a reason, it certainly is suspicious, but it is permissible.

If the person making the claim is also the insured, they may have other duties under the rules in their policy.  For example, some policies require the insured to report the accident within a specified period of time-- this would be up to the insured and the insurance company and the timelines that they agreed to.
