If the tenant--or his or her family, guests, or contractors, including movers--caused the damage, then yes, the tenant would be responsible for it. The tenant is responsible for all damage to the premises, both the tenant's own unit and common areas, caused by the tenant or those under the tenant's control or direction. It is possible the tenant may be able, in turn, to recover compensation from whomever actually caused the damage (if it was not the tenant him/herself), but the tenant would be liable to the landlord.
