In some states, there are times when utility companies can't shut off your water, gas, electric, and other utilities. Typically the elderly, seriously ill, and those caring for small children are usually protected, as well those who may be experiencing financial hardship. However, VA appears to have no such policy. However, in situations as yours, many times there is help if you have received a disconnect notice. You should contact your state's local social services office.
