A commercial landlord--old owner or new--may not raise the rent in the middle of a lease term (i.e. before  written lease expires); in this regard, note that the buyer of a  building takes it subject to (i.e. is bound by) all in-force leases.

However, at the expiration of the lease, or on one month's notice if the rental is month to month (which includes if there is no written lease), the landlord may raise the rent to anything he/she likes; there are no limitations on what a commercial landlord may charge a commercial tenant.
