Only if he is actually a notary. Only licensed notaries and attorneys (who are automatically, by dint of being lawyers, allowed to notarize) may act as a notary. Many banks have notaries on staff; it should be possible to go into the construction company's (or owner's personal) bank with the subcontractor and get the forms notarized.
