The answer is yes it can, pursuant to the Federal Child Support Enforcement Program as established in Title IV-D of the Social Security Act and which covers all states.  According to the terms of this program, state child support services have the authority to enforce child support orders within their own jurisdiction as well as those issued in other states.  The enforcement of support can be accomplished in several ways, including the freezing of bank accounts.
