A representative of the township that you live in can come onto your property to complete septic testing without your knowledge or consent. The issue is whether such entry onto your property legal or warranted.

If there had been prior testing of the septic system on your property by a representative of this township that you allowed and authorized and the testing was not completed and you knew this, then there was an implied agreement by you to allow further testing regardless of new permission to be given for access to your property.
