Can u NOT pay someone if they leave
early that day for a sick child or
whatever the reason, even though the
employee has vacation and sick time in
their personal bank?

Sick time cannot be used except for the employee's own illness as a general matter. Vacation time must be scheduled and approved in advance. Just leaving early to care for a sick child does not necessarily let you use sick or vacation time. So while an employer *could* let the employee use sick or vacation time this, at the employer's option, they are not required to do this; they can refuse to pay an hourly employee for any missed time. (A salaried employee, however, would have to be paid for the full day even if he/she missed some time.)
