Can you get arrested if your with someone who keys a car but you did not participate but was walking with them and they did it quickly? Also, can the person who keyed the car get arrested if a police report is filed?

Yes, it is entirely possible for the person who is walking with a person who vandalizes a car by "keying" it to be arrested as an accessory to the crime even though he or she did not do the wrongful act that you have written about.
If law enforcement did not see the act of vandalism occur that you have written about, but some witness saw it and gives a statement regarding the incident written in a police report and sent to the district attorney's office, the district attorney's office could very well file a criminal complaint resulting in the arrest of the person who allegedly keyed the car.
