Can you please tell me what steps I need to get my child custody overturned due to non-payment of child support from my baby’s father?
He also was granted shared legal and visitation rights and with no permanent housing I feel that my baby is not being taken care of.

Under the laws of all state sin this country custody rights of a minor and child support are separate and distinct items not conditioned upon the other. Meaning, the court cannot terminate a parent's custody rights of that parent is not paying child support.
I suggest that if the other parent of your child is not paying court ordered child support that you consult with a family law attorney about filing a petition for an order to show cause for contempt of a court order against that parent.
