My general manager is also my landlord.

An employeer can never withold an employee's paycheck. This is a violation of the law, so you can report this action to your state's department of labor and file a wage claim. That having been said, this does not means that you don't owe the money; it's just that the proper way for your "landlord" to get paid is to take you to court (if necesary).
